New Experiences in CDM and Transport
Abstract:
The transport sector has not been able to the moment to play a major role in carbon finance. Reasons are various such as methodological complexity, costly data requirements, complex procedures to access carbon finance as well as a focus of many countries of promotion of private vehicles and not on measures to reduce GHG emissions. On the methodological level the UNFCCC has approved so far 1 large-scale and 4 small-scale CDM transport methodologies of which 3 are for public transport, one for bio-fuel production and one for energy efficient vehicles. Various new methodologies are however under discussion including methodologies for the public transport sector as well as for transit oriented development.
Based on the promising perspectives on the methodological part an increased inflow of CDM transport projects can be expected in the near future including not only public transport projects but also freight and efficiency projects. Grütter consulting which has developed 3 of the 5 approved transport methodologies (including the only approved large-scale transport methodology) and which is also the developer of all new CDM transport methodologies currently under discussion is currently entering 1 new CDM transport project per month for validation increasing this rate considerable from 2009 onwards. CDM transport projects in Asia which will be submitted in the next few months for validation include various BRTs in China and metros in India.
