A Community Based Social Marketing through Implementation of Environmental Sustainable Transport Criteria in Indonesia

Increasing air pollution in Jakarta reveals that the highest polluters are from vehicle emissions, which is 80% privately owned. The MOE has announced regulations such as Ministerial Decree No. 141/ 2003 enforcing to EURO 2 by 2005 and Ministerial Decree No. 05/ 2006 for in use cars .In order to improve better air quality and raise public awareness, the MOE Indonesia developed a community based social marketing mechanism directed at local government and its stakeholders including private owned cars to support the Blue Sky Program through implementation of Environmental Sustainable Transport criteria, which was agreed by the several cities by Kyoto Declaration. Also as the adoption of the AICHI Statement 1-2 August 2005. This project namely “Blue Sky” is aim to develop EST criteria including its database system to evaluate the Blue Sky value for each city. This project consist roadside monitoring, traffic counting including VCR, vehicles speed and level of services (LOS), vehicle emissions spot check, and also evaluate the local city government planning, each year is program (fiscal year), budgeting and documentation or study has been carried out by the city and public awareness. The project has been carried out for 2007 at 12 cities and shows a good result in local efforts, while for the evaluation of this new program shows the “Blue Sky” value of each city ranged from 48 to below 70. Cities such as West Jakarta shows NO2 concentration exceed the standard, Surabaya has highest CO concentration and Yogyakarta shows HC concentration above the standard. While the LOS of each cities are vary between E and D except Central Jakarta. In conclusion, the activity could be more developed as an effective tool for future emissions reductions effort within other polluted cities in Indonesia through the Blue Sky program.
