Indonesian Fuel Quality Monitoring Report 2007
Ambient air quality monitoring in several major cities in Indonesia revealed that major urban dwellers breathe air in the “good” quality indicator in only two months annually. Several pollutants exceeded the threshold Indonesian ambient air quality standards, i.e PM10 and Ozone (O3) These conditions potentially trigger and contribute to various diseases that people suffer, including respiratory disease, hypertension, coronary disease and even premature death. In response to this situation and raising public awareness, the MOE carried out fuel quality monitoring in gasoline as well as diesel fuel from public gas stations in 30 cities. The gasoline fuel quality sold in Indonesia in 2007 shows an improvement. Especially for gasoline, almost all location in Indonesia were supplied with unleaded gasoline where the average lead content monitored was 0.007 g/l below the maximum range of 0.013g/l required as unleaded gasoline. Foe Diesel fuel quality, the average sulfur content is 2.156 ppm, although this value still above the EURO 2 standard, but still comply with the national standard issued by the Ministry ofEnergy and Mineral Resources. Several cities with sulfur content above the required standards of 3.500 ppm are Bandar Lampung (3.950 ppm), Jayapura (3.600 ppm), Manado (3.775 ppm), and some cities are exceeded the maximum standard ie Mataram (4.250 ppm), Kendari (3.380 ppm and Padang (3.420 ppm). While only Balikpapan which is supplied with diesel fuel with low sulfur content of 480 ppm comply with the EURO 2 standard. From the fuel quality point of view, the implementation of EURO 2 standard by 2005 which was announced through the Ministerial Decree No. 141/ 2003 is failed, while other stakeholders are waiting and preparing for after EURO2 to EURO 4. In conclusion, the activity could be more developed as an effective tool for future clean fuel and clean air effort within other polluted cities in Indonesia.
