Guidelines for Local Government in the Implementation of Inspection and Maintenance Program

Abstract :

At least there are five important aspects in controlling air pollution from mobile sources, 1. Emission standards; 2. Fuel quality; 3. Technology for environmental friendly vehicle;4. Inspection and maintenance program; 5. Management of transportation system. Currently, the first three aspects are more on national government actions and responsibilities, where as aspect 4 and 5 are more on local government responsibilities. Some local governments have started implementing the inspection and maintenance program, while some other have not started yet. Unfortunately, the ones who started the implementation have not successfully implemented the whole program. In order to build a common perception, to have a set of standards in implementation process, to increase the level of participation of public community and at last to have a successful implementation, Ministry of Environment in a short time will introduce guidelines for the implementation of Inspection and Maintenance Program.
The guidelines cover information about regulations aspect, technical aspect in implementation process (whether centralize or decentralize system), organization aspect, financial aspect, information system aspect and publication aspect.
