CITA and I & M in Asia
Abstract:
The International Motor Vehicle Inspection Committee (CITA) is the international association of public and private sector organisations actively practicing compulsory inspection of in-service motor vehicles and their trailers, or with responsibility for authorising and supervising inspection organisations. CITA is dedicated to improving road safety and protecting the environment and to developing best practice on compulsory vehicle inspection (both periodic and roadside, emissions and safety). CITA is an international forum for exchanging information, experience and expertise related to compulsory inspection. CITA is recognised by the Commission of the European Union and the United Nations Economic Commission for Europe (The World Forum for the Harmonisation of Vehicle Regulations – WP29) for its expertise in relation to compulsory vehicle inspection.
Recently, CITA has establishes the Regional Advisory Groups (RAGs) around the world including North America, Europe, Central and South America and Asia & Australasia. The RAGs has its mission to represent CITA in its region for CITA influence and presence.
The RAG Asia & Australasia (RAG AA) was established in 2005 with the members in the region, including China, Israel, Japan, Kuwait, Lebanon, New Zealand, Malaysia, Rep. Sth Korea, Saudi Arabia, Singapore and Vietnam. Two meetings have been held in Hanoi, Vietnam in 2006 and 2008. At present, RAG AA focus on the specific issue in the region that is Motorcycle Emissions Test and the Working Group 8 on 2&3 wheelers started working since then.
The first meeting of the WG 8 was held in Singapore in August 2007. The finding is that the major source of air pollution in Vietnam came from 2 & 3-wheelers. Hence emission inspection would be a key measure to curb this problem. Vietnam alone had 95% motorcycles out of its vehicle population. Out of these 95% motorcycles, 90% was a 2-wheelers and the rest were 3-wheelers. In Vietnam, about 400 motorcycles were tested in a Motorcycle Clinic Campaign conducted last year and 70%-80% failed to pass the standard allowable CO content of 4.5% and HC content of 1500ppm. Taiwan, Thailand, India and China have their own regime in controlling motorcycle emission. The WG is developing the best practice in Motorcycle emission testing for reference of the members in the region.
